My computer is so cluttered, I need to get an external hard-drive so I can transfer some of the stuff out. Can barely defrag at all anymore

This is a joke... the StartupDelay is the delay before the Indexing service starts running, but your computer is still usable before then.

It doesn't mean your computer sits and doesn't nothing for 8 minutes before you can use it.

Actually setting StartupDelay to a smaller value is probably a bad idea, as it may cause Indexing to interfere
