This is a joke... the StartupDelay is the delay before the Indexing service starts running, but your computer is still usable before then.

It doesn't mean your computer sits and doesn't nothing for 8 minutes before you can use it.

Actually setting StartupDelay to a smaller value is probably a bad idea, as it may cause Indexing to interfere

with other things which are going on during startup.

As you can see, it doesn't make your computer start up any sooner, really.
