I did a few days ago but it seemed to be DNS issues ... change your DNS to ... 208.67.222.222 & 208.67.220.220 and see if that helps

those are opendns servers and they are really fast ... you will notice a perceived jump in speed due to faster domain resolution

Charter seems to have gotten their hiccups out of their system. Seems to be okay now.
