I've tried the save-as format which has to be manually done for each page within the Visio file.

There are JPEG printer drivers available.
Here is one
that is not too expensive. I have not tried it. Just a suggestion.

I just discovered that in Visio 2007 you can save a multi-page diagram as a web page. It creates a GIF image of each page. Is that might OK?

via a PDF, pull into PS as layer = page and export layer as Jpeg in a batch run

you should "Save as..." Visio XML; open in OmniGraffle Pro; and 'Export' 'Entire Document' as JPEG...
