1) People will (hopefully) spend longer in a parking space, and 2) how are you going to enforce the toilet law without being stupid?

Because traffic violations and defecation violations are two very different things ...Also, we have "parents rooms" in Aus for the babies.

some places have family bathrooms, but oddly they rarely have changing tables in them

trust me, you come out of those things with a guy in a wheel chair there, they will make it clear that it was not ok. haha
