I believe it is up to an individual to police their own behavior. To hinder everyone because one person can't seems irrational.

at my job, we live by this rule. If a person is incapable of managing their own time, they probably shouldn't be here anyways.

I like "advise", and i think there's nothing wrong with that. Impose, however is bad. If you have to impose, they may not belong there.
