I think what the Doctor said isn't consistent. How to differentiate our enemy a Dalek or a Human?

Dalek is a race with hate or nothing. We only can defeat them to protect ourself.
And with Human, we should sit down and talk, or lots of lives will shattered.

But how to know if our enemy is not Dalek like?

How do the Doctor know that should not talk with the Dalek? Their lives aren’t lives? He might said that in his knowledge, all the Dalek he knows are war machines. And a war machine should not be alive.

That we could ask what about Nazi? What about China under Mr.Xi? What about Bourgeoisie? Could we just talk with them to protect ourselves?

The Fascist nation definitely a war machine. Are they the Daleks?

What if the Dalek can be negotiated with? How many Dalek died under the Doctor? What is the difference between the Doctor and those who put themselves into a war to protect themselves?

The Doctor is against his enemy, not started a war. He is passive.

So the problem is if there is any other way to protect.

The problem is not who but how.

Only when we’re under the attack, and there is no other way to do, then we can put ourselves into a war.

The funniest thing is that, lots of war started because people can’t see another way. How could the words help to decrease the war?
