further reading suggests the actual ratification process and filing to make it legally binding isn't what happened

BUT I think announcing it publicly makes it a legal headache for Trump because it will be brought up in lawsuits and that means the courts have to abide by it and treat it as law or come out and say The President does not have jurisdiction to do this or does not have the power to make law without proper due process

it also means Trump can't do it since it's been ratified by Virginia and eligible for Amendment status since 2020
