Looked into it - he's played by Dick Miller, who I recognize as a truck driver from Small Soldiers and a gun shop owner from The Terminator.

I finished up an episode, Haven, that I couldn't finish before due to the disc being cracked. (I found a first season set for TNG for $15, so now I have back-ups) Now I'm starting When The Bough Breaks, which I assume has to do with babies. (A Federation nursery?)

Not sure if it's a sign of how advanced Star Trek's future is that little kids are learning calculus or if the writers picked it because it sounded tough. (I'm guessing it's the former)
