was with an aunt before being placed with us, but was removed because of refusal to comply with court required drug testing (btw if social worker ever asks I'm technically not privy to this information yet)

the jumping ahead is the State moving to make the priority goal being permanent long term foster placement/adoption over return to parent (whereas most steps through the courts before this is reversed)
