fixers are ranked by power and popularity, from 9 as the lowest and 1 as the highest
colors are the rank above 1 so vergilius is one of the most powerful characters in the setting
colors can also work on their own, they don't need to join offices or associations or anything like that, they can take on any job they like which most fixers can't afford to bc they need all the money they can get

the people of the world of the city are mostly average, but when you get into fixer territory power scaling ratches up like no one's business. it's so funny

and re: powerscaling, just assuming that the sinners are just at the bottom of the barrel at this moment in time
A reasonable assumption, considering we get stomped into gore every combat and are carving our way through these dungeons by basically waging a war of attrition on them
