The whole premise would hinge on the same kind of struggle that was put forth in Falcon and the Winter Soldier... essentially, what does The Shield stand for, and who should really be carrying it?

But this would hinge on the fact that there are several individuals who have a reasonable claim to the mantle of Captain America, all of whom have slightly different motivations and purposes...

Sam Wilson is the current Captain, dealing with the fact that he's the only Captain who's not a Super Soldier, and is instead relying on Wakandan tech to keep pace.

Bucky Barnes is one of the original Cap's contemporaries, and despite a VERY long stint as a POW and being a survivor of heavy mental conditioning (or perhaps because of it), is probably the strongest LEGACY contender.

John Walker was selected to be the next Captain, and whille he is the perfect soldier, proved that his idea of the role is a bit more forceful than most.

Isaiah Bradley is the forgotten Captain America, taking up the title when the world just wouldn't accept a black man representing the flag. He's older, colder, and perhaps a bit more bitter, but still believes in doing the right thing.

And of course, there's Steve Rogers, who might be dead, or might be in hiding on the moon, or who knows what else. He's an old man and in no shape for fighting, but still casts a very long shadow.

So the idea would be these five, arrayed around some central light, probably all facing away from one another...and the shadows they cast away from this light end up creating the shape of a star between them, visually creating the shield on the ground they stand on.

Call the movie "Captain America: Justice for All." Feature the tension between Sam's Mighty Avengers and Bucky's New Avengers as an undercurrent to the story. Bring back Zemo to create the REAL Thunderbolts. Get Sharon Carter back in the action. Have Steve's return be a sudden shocker, as he's trying to coordinate a leaner, meaner new S.H.I.E.L.D.
