Neutral or allies, but more importantly: Individuals. Some Beasts will sell out the Adopted to the Fae, and others will help temporarily hide the Adopted. But, the local animals are by and large sympathetic to the Adopted and will at the very least help in a way that wouldn't be any trouble to them.

The forest, which usually kills people who are lost within it overnight, is willing to let the Adopted hide there overnight for once. It won't try to stop or hinder the Fae, but it won't help them catch the Adopted any faster either.

It will be blanketed in a thick fog to obscure things equally for both sides, but if the forest already doesn't like you, it's more likely to snitch on your location to the Fae.

Yes. The NPCs in the town are quite varied in behavior and need to sleep and eat as they usually do; while the Hunt is technically going on around the clock, not everyone is giving their all, 100% of the time. They get hungry, they get tired, they aren't omniscient."
