generally speaking dowel rods will work just fine for this but depending on what type of sword it is and thickness you can cut the middleman and look at pvc pipe
I was also debating pvc! I was originally thinking to just melt pvc INTO a sword (old school tactics ha!) but then I remembered magic exists so I went that route
size of the sqord is important here because the weight issue might be negligible
I am weak. But sword is not that big
Then metal is good just have to consider whether the guidelines for weapons in cosplay might frown on a metal core security reasons
Also, I am working security at one point LOL

if the sword has a balance issue (like it is overly heavy because of ornamental bs ) it is possibly better to have metal core but if we are talking like short length. for instance Link's master sword or less. then lighter materials should be fine too
also how are you traveling to con?

I personally would probably not put a metal core into something I am taking into or through DC. Just for absolute safety. XD
