erm.. TimeOut SG is the client and we have to come up with a PR Strat for them to reach out to more readers.

in a nutshell.. the usual, identify the problem and come up with a solution..

the hard part is identifying the problem.. and figuring out how PR can fix it as opposed to Marketing
