for some reason he thinks it's funny to drive up behind me and honk his horn so that I jump and scream

very loudly.....

this is the second time he's done this

I'm a person who startles easily. I scream and jump when someone uses the electric stapler on my desk

I think people find out about this, what I call, "disability" and think it's funny. I hate it

one of those air horns.. would suggest mace or tazer but that would be a bit over the top.

Oh man. Can't believe I had uncles and a cousin who were cops. Now I can actually joke w/ one of my uncles about that.

I agree the air horn is perfect. You have no idea who is coming up on you from behind and its a self defense response. Totally legal.
