good question. There are schools without websites too....or at least up to date sites.

Cost is a major item for small businesses. For schools, lack of a competant tech staff is usually a marker there.

cost is only an issue for those not paying attention; there is plenty of small + free + easy ways to get it done. even for non-tech folk.

websites that look like their from the eighties is not the answer though, I think a small investment will yield higher returns for anyone
