Briefly: The Headless Horseman appears and sets a village on fire. Players must carry buckets of water to the fires to put them out.

There's very little time to put the fires out. If you don't work fast enough, the village burns and no one gets the quest reward.

The quest requires either a lot of people working individually, running back and forth, or a handful of really coordinated players.

This is because you can toss buckets to another player and form a chain to reach the fires faster.

So it's really neat when people, without talking, automatically arrange for cooperative gameplay.

If you notice someone close to the fires and can toss a bucket in time, it notifies them. They figure out that someone is tossing buckets,

so they stand and wait for the next one, which can go pretty quickly.
