you should move to NJ...I don't think I've ever spent more than 30 minutes at DMV...and usually it's less than 10 minutes 
b_c: There's a DMV off of Orange Ave in Orlando that is *never* busy. last time I had to go to the DMV, I was in and out
or come to California, part of our budget was less hours for DMV, you will be standing in a line that goes around the building at least 1x!
