just send a limited stream to someone who wants G+, and she/he will get an email.

In that mail, there's a red rectangle saying to know more about G+. By clicking that, you may get to the registration page.

that doesn't work for Joanne. If the login token linked with an unregistered google user, g+ would block it.

On the reg page, you can only submit the application, but need further review. That means g+ is still not ready for scaled-out users.

seems like google fixed it... in the past, clicking the "learn more about g+" led to a registration page.

all you have to do is to press the "register" button and you g+ will be created.
