HELP: how long do I have to turn off my modem to get a new IP address? I'm using PLDT.

Oh, so typing cmd > ipconfig /release and then ipconfig /renew... won't work? You actually have to turn off the modem?

DHCP settings, so I must be using IP address that's not static. lease times are listed when I do ipconfig in windows

you're not using static ip. ask PLDT to configure it for oyu

there's also a probability that the ip address that you released to the pool will be the same ip that will be re-assigned to you.

if pldt assigns a long lease period and everyone else has no need to get a new ip (within lease period) then nobody will get your old ip.
