So it depends on the tactics of the Equalists; I don't think the FN would go after all the nonbenders for this

Both Amon and Tarrlok might want to escalate the conflict, so it might not even be the FN who would be at fault if civilians get hurt.
It would be remarkably convenient if there was something truly horrific (like the FN firing on an unarmed civilian population) that would
