because my fist moves at the speed of light!

The outer edge of the picture is animated at a faster frame rate than the center.

When you look at the pic as a whole, your eyes focus on the center so you notice that speed of that area.

When you cover the center with your fist, then your eyes focus on the animation of the outer edges, thus noticing the faster framerate.

I don't even know why I bothered figuring that out

nice try. but the whole gif has a constant frame rate. what does vary is the velocity of the particles at the edge vs. the center.

when you cover the center, you remove your frame of reference for the apparent acceleration of particles from slow to ZOOM

and your brain simply assumes that the whole is is going at ZOOM

and that is what it feels like to be out-know-it-all'd

Okay so I used the wrong term, but the theory stands, albeit wrong terminology.
