Apps are done on the first whole IC week.

Apps open on the 19th, but reserves open the 13th.

We use the first whole ic week within a month so that new people will never be introed in the middle of an event and need catching up.

The first whole IC week, which in this case is week 13.

That way new people show up at the start of week 14.
