help remembering a movie! Sci fi, set in future, women cannot get pregnant and have fake pregnancies, some women start to be able to get pregnant and they disappear (get taken away by govt)... (spoiler below)

it turns out that when women think they're pregnant they turn out to be somehow govt engineered fake pregnancies and the baby that comes of it are actually clones of ppl who have died

there was also a zeppelin/blimp involved... and it might have been where the DNA was stored....
