His original backstory won't work, because angel. (He put himself in charge of ~divine retribution~. He ended up getting locked out of heaven, but took it to mean that his work wasn't done yet.)
well the theme of the city itself is religious & so are some other stuff so he could have powers relating to that? maybe something about.... light or... something

the thing with archangels is, a rogue scientist split off from the original three who went off to found eden kidnaps random people (or recruits them if they believe in his cause) & experiments on them
to give them their powers
most end up enjoy having the powers so much that they're willing to follow him with his ideals about being a new god
SO if your guy was locked out of his home so to speak, the rogue scientist could be all like 'hey got nowhere to go? i'm trying to wreck shit up you look cool here's some powers' in a... sense LMAO

Okay, character rundown time~ I've finally settled on my two.
Elijah~ Will probably not be my main, but I have more of him figured out, so I'll talk about him first.
He moved to Saint City relatively recently... and poked his nose into things that he really really shouldn't have. It got him very nearly killed.
And by "very nearly" I mean "he probably would have died from his injuries if he didn't become one of the Saved".
This is his power, he still sees himself as an Only Sane Man, blah blah blah same stuff from Boardgame.

Abner. I still haven't figured out the circumstances that led him to get locked out of his house. But he wasn't a
bad person.
Just... overzealous and kind of a dick. And also really judgmental. He will be judging you all. I am sorry. But he won't be.
So yeah. The rogue scientist found him after he got locked out, and by that time Abner was like "fuck. everything." and joined him without hesitation.
So now he has light manipulation powers. He is a shiny bastard.
