When you use the HM on a pokémon does it just learn how to use it's natural ability as a method of attack and, like, instructions on how to carry people? Like how to change it's weight and center of gravity?

It's not that a pokémon doesn't understand the fundamentals of carrying people. They fully get "person on back = flying with them".

It's mostly that their own center of balance and getting to carry trainer + shit that doesn't work very well. With learning the hm, they adapt better to that center of gravity where balancing with a trainer is

much, much easier.
