it's a 94 year old woman and her elderly brother, her son got them a puppy for "protection", but
they just leave the puppy locked in a small area outside all day
i saw the old man pick it up by the front paw and toss it into the pen the other day, it's clear they don't give two shits about the dog
it must be 4 months old or so
ring up whatever is your equivalent of the spca and report it
we talk to it sometimes through the bedroom window (we can see over the wall into their backyard) and it's such a good calm puppy
but i haven't seen them beat the dog or anything so i doubt the police would do anything even if we reported the neglect idk what to do :/
(plus they're both elderly, highly doubtful the police would do anything)
they're both always home yet the dog is always locked outside in its small pen by itself
no toys, no bed, they just feed it and give it water and leave it there
we have like zero intimacy with these neighbors to talk to them about it, my mom knows her son so i'm trying to convince her to talk to him but ):
an animal doesnt need to be beaten to be taken away
unfortunately this being brazil i really do not believe the police would take any action unless it's clearly mistreated/malnourished
if you can't prove the neglect/abuse you can get charged for false reports instead :\
why police though doesnt brazil have an spca?
I looked up other nonprofits that i could report it to but i couldn't find any that would take neglect/abuse reports
asked my dog's vet and he said the only alternative is the police
i'm gonna keep looking for a nonprofit that takes reports since they probably know how to report it properly
and keep trying to get my mom to talk to the guy
i don't know the guy at all so i have no issues with reporting this
i found one that will forward reports to the authorities, my mom said she'd talk to the son, mention nicely the puppy's constantly crying, ask if he wants us to take care of it
if it doesn't work i'm e-mailing them asking if this can be reported and if it can i'll make a formal report
they send the person a letter and if nothing changes i can report it again and they'll forward the report
