like using a normal (not fourth-wall) PCD can you look back all the way to the beginning with enough time and patience

No, the PCDs can only search in the archives back to the time they were activated -- so a character is able to look back to the beginning of their stay with their own PCD.

If they can talk a character who's been in the city longer to let them borrow their PCD, they can go back to the beginning of that person's stay, and so on!
