I have very directly asked my boss three times this past week for his decision. Now the client is pissed because we said we'd be done quickly and nothing has been delivered.

at my company, you can't do anything but feasibility until there's an approved statement of work. And this is even though we're under retainer.

my boss reacted to the threatening tone of the message from the client by saying he'd call me as soon as he was done with his online meeting. That was 2 hours ago.

I just don't understand. All we have to do is not screw this up, and the client will hire us. Why is my boss so intent on screwing this up? Not performing badly, but actually screwing this up?!
