confirmed: LL charges the same monthly fee to owners of land in double prim areas than they do to the rest of mainland. Meaning: they get more than you do for the same $. 
Double prim areas include Bay City, Nautilus City, Zindra, and a few more.
I'm still waiting for their answer, but an owner of land in BC told me that is so.
That's because LL charges per sq.m., not for land capacity.
IMHO, people in single prim areas should be entitled to own twice more land for the same price or pay lower monthly fee.
In that case, there you will have the lower tier people have been asking for for ages and be fair because right now a few people have more benefits (twice the prims) than others for the same subscription.
