where is 'around here'?

Philippines in general. especially when over the phone.

A lot of people are programmed for it e. Even the english speakers are, since we did exert effort to be 'good'

On the other side of that fence are people who are intimidated. The fence shouldnt even be there

and for those who have the effort to be good get the label "mayabang or nag yayabang or nagmamarunong" in the process

inferness may mga ganun naman talaga. most people may have started learning or were encouraged to learn so they could get ahead.

and obviously, it's the jerks who become the models for the generalization

or the perception you only get that good when you get decent education which requires you to use/practice it enough to be good.
