despite getting into marshal admiral stat in 3 weeks. my fleet looks like it's owned by a 40-60 admiral (same as resource)

You can actually. There is this buffer zone where lower level Teitoku has easier lvl targets than lvl 80 and above Teitoku :|

so no problem rushing to level 80? my highest lvl ship is a lvl 64 sub and aside from them.. lvl 50 Kongou sisters and 2 pages worth of 30-40s

Actually it's better to be a below 80 Teitoku. It's the nature of the event where we can't predict what ship we should use.

and I need to set Yuubari and Verniy against gold sub once i reach 80

It's a torture to those who reached lvl 80 with insuffecient amount of high levl ships.

recommended lvl? with 4-5 stars

for low level Teitoku's lvl 50 is enough and Near or Full stats.

doesn't HQ lvl affects event maps and extras? normal ones like 3-2 aren't affected so i can still powerlevel there normally?

Regular maps are affected as it changes enemy composition.

Just in case I meant for Teitoku levl.

This Summer event we speculate to be a Midway related event. CV's, CVL's and Subs might be the Keyrole in this.

so, admiral lvl doesn't affect normal maps? can still level normally at 3-2 if so

Only Extra operation maps like 1-5, 2-5 and 5-5.
