For all the spoilers, I managed to be surprised. I thought it was only one of them at the end, not both.

Piper was less annoying to me this book, but Frank was the worst.

I felt like he spent the entire book complaining.

Whining about not being useful enough, whining about Hazel, whining about Leo and Hazel.

he just didn't really get a lot of moments to shine in this one, and getting some of that from his pov makes it more understandable

I agree. They gave him nothing cool to do. I don't think he's worthless as a character, but I did hate him in the context of this book.

Any character whose existence becomes essentially irrelevant annoys me, but even more so when they spend that time whining/complaining for the majority.

At least Leo had character / something unique and engaging to enjoy as a reader. xD

yeah like, leo's hilarious but he was kind of a bully so i don't let him off easily because he's funny

i don't remember frank complaining that much either though

except about leo who kept ragging on him?? and feeling useless which is understandable

I liked him more the last books but not so much in this one? I think it's mainly that he gets upset all the time but never really speaks up or does anything?
