the kalos HQ is less an official thing and more a branch to keep track of reserve members who stay in Kalos

i'd always just assumed there was just the big main HQ back in dr world

...rather than keep individual tabs on everyone from DR-verse, it's easier to have somewhere in kalos keeping tabs on reserve members who stayed in kalos

and then that branch reports directly to main HQ in DR-verse, and similarly distributes messages from DR-verse

so there's basically an agency with a couple shades-and-black-suits NPC paper-pushers

basically, nobody outside of DR-verse is being brought in specifically for this party, but if you want to make an excuse for your character to have been at main HQ you're welcome to
