Freedom of religion means you are free to worship as you choose. It does NOT mean you get to impose your religion on other people.
In your capacity as a private citizen, if you want to print a new edition of the Bible that's just the passages about how a man shall not lie with a man over and over again, you can do that.
In your capacity as an employee of the great state of Kentucky, it is your JOB to issue fucking marriage licenses to anyone who is legally entitled to them and asks for one.
