Because it seems like the only flora able to grow in the Underground are echo flowers and cattails.

Just finished watching a playthrough yesterday, and one of the logs in the lab does note that Flowey's flower is the first of the flowers that grew after Asriel returned from the outside.

Well they also seemed to have grown where Chara and the other humans fell into the underground, too. So I'm....not sure if this is a plot hole or what

They're the only gold flowers you see in the entire game

Anyway, i will revise my statement, they very well could be buttercups, but there's room for any number of flowers

But Chara could have easily tracked some seeds in themselves. I doubt anyone went out to the ruins very often except for Chara and Asriel
