...Sanctuary sounds a hell of a lot like Aspio to me. If I do go with Rita, this sounds like where she's from.

For instance, I'm AUing Ryuko as an Enhanced with a hair trigger temper and a tendency to fly off the handle and lose control, coupled with a degree of instability in her powers.

I think I saw a police force, but that seems too... clear-cut, almost.

1) Enlightened are rare and powerful enough to do whatever the heck they want vis a vis normal culture

(You've still got to be capable and responsible enough to join an organization to be in one, of course)

Razorsaw: 2) Citadel doesn't have anything like that as far as I know, but we have had characters from other cities (mostly Caldera and Sanctuary) captured and experimented on by Gigas to become Enhanced

That'd be the closest thing unless you want to work out a plot with the mods, I think

3) In addition to the guards, there are the Rangers (law enforcement in the wild) and the Swords of the Savior (elite quasi-religious order)

And a couple other relevant military units from Caldera and other cities, I think
