Have you tried lightly scraping off extra product at the rim of the tube then applying the mascara in a careful zigzaggy motion from the roots upward to the tip?

It'll take a few coats to get to the right length

If it's clumping, go over the lashes with a dry mascara wand that has no product; it helps to even it out and get rid of the clumps.

you can get disposable wands in most beauty stores. :-) people with eye-problems tend to use disposable wands instead of actual tube wands to prevent contamination.
