Shepard might believe Coin. She certainly believes that Coin is having legitimate information control problems that won't be solved by political posturing.
this is the first time a chara of mine would have had any need to say thank you shepard.
She's worked with way worse leadership than Coin. Technically, everything Coin is doing is legal, even by Shepard's standards. Not nice, no, but then Shepard was never of the school of thought that ran

to be fair, Sam doesn't hate her, he just doesn't trust her

But in the end, after all is said and done, Shepard only really trusts herself.
