like your first scout in a box guarantees it (or always has from what I've seen), but then your next scout won't

but I think if you get a scout that's all 3 stars then your next one is guaranteed again

I'm playing the sakurafes one right now and it's like, you have to get a certain number of points to get the normal point rewards cards and then even more points to get the tier reward cards

it's a big grind and you only have 15 days in total to do it (spread across 5 3-day periods) but worth it if you really want a card I think... of course it just started so there's not really data on how bad

the grind is yet
