1. They don't care. 2. If I had to pick ONE THING, it would be that a malfunctioning or dead traffic light is an all-ways stop. No exceptions.

There's a light in my neighborhood that goes out fairly regularly. The number of people who blow through it at 40mph when it's out is just plain astounding. it's amazing nobody has died.

omg that's one of my driving pet peeves: blocking intersections because they are so damn impatient. there are a few places in town that gets that bad

Nope. Here in PA, people still block them, and driveways, and parkinglots, that say do not block.

Some people are too stupid, don't care or a combination of the two.

on one of my roads home I will sometimes block the intersection on purpose. because if you wait at this one green light trying not to block the intersection, people will right turn on red and block it for you

it's really dumb.
