It's really weird and a bit annoying

Because your desktop settings, specifically screen resolution, are associated with your graphics card and you are basically turning it off and back on again.

The icons get reordered as your display changes size twice.

Well it's not like there's a specific order I keep my icons in anyway, so it's not that big a deal
