He'll have been targeted early primarily because he's a way to control the Luggage
which would be used for capturing imPorts otherwise uncatchable by normal means
and also Rincewind can be used to get past locks/ magic warding/ passwords, and notice people under hypnotism
so incredibly reluctant hunter
he'd be paired with another turned imPort to ensure he doesn't run, if anyone's interested in that role
I may come up with some other techniques they've designed to reduce him as a flight risk
Sam will be part of the resistance, absolutely
Shapeshifting means he's a wilier target than most
he'd seek out group efforts of rebellion, and be particularly focused on trying to free captured, resistant imPorts before they're taken in
so if anyone wants in on either of those premises plz let me know

oh and for endgame - Sam will be breaking the dream spell via spilling a secret, and Rincewind through sacrificing himself in some way to save another person

I'm so excited for this plot, I really really really enjoyed the Soviet invasion plot when it happened and I love looming antagonists like this and hunted/captivity elements
