Charity Navigator is a good place to start, they are a non-profit who basically objectively rate and review charities so you can see things like percentage of donations actually going to the cause. every charity is given a basic rating out of 5 stars, plus a more in-depth written report of how they got to that rating.

out of their list here, I would nominate Direct Relief. they have a very high accountability and transparency score, and are not affiliated with any particular religion, which is important to me.
Melyna_Foxclaw: A lot of times, Red Cross funds don't even go to where they are supposed to go. 'Donate to Harvey RElief!' comes to, 'Oh, we'll we're going to put that $1 to the payroll of the high ups. Salvation Army is bad about this as well.
I know that during Harvey, the Red Cross run shelters were woefully ineffective at getting supplies to the people that needed them, and that there were reports of massive amounts of beds not being filled, because they were limiting who they'd let in. Pallets of food and water, blankets, etc., just left sitting there.
The Red Cross has proven time and again that it a cesspool of bureaucratic red tape, whereas local charities have a better handle on where needs lie, and how to get aid to those places.

Everyone already said why I don't donate to the red cross. I also do not donate the american cancer society either for similar reasons. They aren't evil, I just prefer my dollar to be used more effectively. And finding good charities that do that is where I place my money, becuase I don't have much to donate
The evil Red Cross suffers from is bureaucracy, which is not a trivial evil. Salvation Army has not only that evil but the added burden of being faith-based, which tends to adversely affect organizational insight or self-policing.
