Then there's Vasanti. She doesn't NEED to exercise her impulse control very often, because she's built herself a life where the things she wants to pursue are the things she's allowed to pursue.
Most of the time, if she needs to exercise impulse control, she does okay (but suffers the whole time). Unless it's curiosity vs. personal safety -- then it's at best a 50-50 shot.
Top of the scale is Neastelyn Cadell. Half-elf child of knights who grew up in a delicate political situation. She knows her responsibilities, she takes them very seriously, and she's used to considering everything at least twice.

She's fine unless she gets bored -- in which case she has about twelve seconds of impulse control, which is just enough time to recognize the stupid impulse and cut it off with a different, slightly less stupid impulse.
