ive had that happen more often w/ dead hard than any other perk
because dead hard is buggy as fuck - it's the perk they break almost every patch because reasons
they broke plagues vomit this patch
which was REAL impressive

god it was so bad... i feel so bad for the new players
I was honestly seeing a slightly better caliber of survivor - ie, more than 5 hours in the game/hiding in corners brand new - but killers were all over the place
it got to a point where i was ending matches as a killer in 30 seconds 
if were a bettin sort i'd say killer was so fucked because they did that, and then also tried to give all killers a separate rank
great in theory, but let's be honest, probably more than behavior can honestly chew at the moment
imo it was really weird because killers i had MORE experience and playtime as, (IE, huntress, legion, pig) got baby ranks more often than the killers i am LEAST experienced on. (plague, hag, michael, etc)
