We've seen Salem "build" Grimm (or at least modify them) and it seems to take at least some effort and time to drop wings on a Beringel so I would figure the more complicated the Grimm the longer it takes.
If it doesn't require that though and that's literally just somebody she had like Tyrian kidnap while they were in Atlas originally

Salem may also have a small store of SEWS she keeps locked up to experiment with because that sounds...plausible-ish?

^^^ This. His hair was definitely black/salt 'n pepper in his younger years going by his portrait but I don't know if it's been confirmed whether or not he dyed his hair to be more "Schnee" or if it's just age.
