I haven't played him since Legion.
I don't think I'll go with him, because Raz sounds more fun, but if I suck at playing Raz, Thad would be an interesting alternate.
Like with Legion I would pull him from right after his appearance in Impulse, because I hate almost everything they've done with him after that, and they haven't done enough interesting stuff with this new appearance of him to warrant taking him from there.
He's got a nice easy cannon review and he's pretty low maintenance most of the time. Plus, he would come in looking like Bart, and that could be fun to play with.
Would probably try and pass himself off as a young Bart the moment he figures out this older Tim and Kon are there and hope they don't pick up on the signs that he isn't.

When he gets found out, possible dilemma over the fact that, here's the guy who murdered Bart in cold blood, but he hasn't done that yet in his time line. Letting him in on that could cause it to happen. Plus, for the moment he's just an angry abused clone who's been treated like a weapon his whole life and literally doesn't know anything else.
There's a lot there to work with.
On the other hand, Raz and Takato could be goggleheads together.

Kon would probs ultimately sigh, hope trying to influence him to not go down a dark path won't blow up in their faces timeline-wise, and try to help the baby clone be less of a shithead

yeah, there's a lot they could talk about with that. thad still doesn't know he was lied to either. as far as he knows the Thawns were superheros, too. so that 'dude, they were so evil' bubble still hasn't popped.
like, his feelings about President Thawne are complicated, since he at least gets that he was just a tool he was using, and he hero-worshiped the man, so that hurts. but he also still thinks he's a hero
there is a lot if influence they could have on him, and a lot of worrying over whether that influence is a good thing
