it's not an always on thing, so shin would basically choose to let komaeda borrow the sense and while he's letting komaeda borrow it, komaeda can turn it off and on as he likes
there might be limitations on use, but it's not an automatic thing for sure, given both canon examples involve the giver deliberately enabling it for the recipient
