I'm having a difficult time reading what they are saying and why they are doing this. can anyone give me a layman summary?

Kougamyazawa: Cloudflare, which provides some of DW's services, is being dropped as a provider. Depending on how your local internet provider handles various protocols, you may or may not see periods over this week where DW is unavailable while they switch providers.
cloudflares CEO basically said he regrets taking protection away from sites like 8chan

cloud flare: we believe in free speech so we'll allow sites that contain borderline actually dangerous or actually illegal things

yeah. Basically, Cloudflare is pretending that free speech maximalism is the only stance they can take, or otherwise it's censorship. Ignoring that speech can have serious real world harms, or pretending it's "only speech" and doesn't lead to like. CSAM freely proliferating, or actual bodily harm to people in real life.
It's disingenuous. You can be in favor of hosting unpopular free speech (DW's position), without also going "But then we have to host the dangerous free speech!" (Cloudflare's position)

The Huffington Post has documented Cloudflare's services to at least 7 terrorist groups, including the Taliban. Cloudflare has been aware since at least 2012, and has taken no action. However, according to Cloudflare's CEO, no law enforcement agency has asked the company to discontinue these services.
Nobody told them them helping terrorist is bad, how can you hold them accountable.

Well I just wrote my first ever email direct to my CEO with my feelings about this. I know I've seen it crop up on an error from at least 2 of our systems but I don't know how into them we are as a whole.

Holy shit I didn’t think they would move off cloudflare in wake of what’s happening rn (given DWs limited resources, and moving servers is a huge pain, I wouldn’t blame them) but am SO glad they are. This rules and I’m happy to continue to give DW my money.

sum: the main site itself is done moving off CF services. still some work left to be done, but it should be finished in about a week or two.

and in case there're issues with DW itself, they'll use their Twitter account to keep us posted there.

It wasn't just stocks, it was found out that Kiwifarms members were trying to hire a hitman to get rid of one of their targets and Cloudflare knew they'd have some legal issues if they kept that up.

Just read the CEO's statement. I don't doubt he has a metric asston of ulterior motives, but unfortunately, I also don't think he's necessarily incorrect in saying that Cloudlfare cutting off KF will not solve the problem.

the russian firm they replaced KF with, last i heard earlier today, was failing to do ddos protection and theyve been forced off the .ru domain onto the dark web
